Overseas Councilors: Country Councilors

Charter:

  • The Country Councillors will be appointed by the Chief Councilor with the advice from the Executive President and Executive Chairman of the Council. Country Councillor so selected will be security / safety professional or consultant of international repute with minimum 15 years proven track-record in the field and who has participated as delegate or speaker in at least two international seminars / workshops. The certification from internationally accredited certification bodies will be added qualifications.

  • Before nomination, the consent of the concerned will be obtained so that such nominated officials abide by the Constitution of the Council made and amended from time to time.

  • The Country Presidents will be free to form their national council and intimate the ICISS Head Quarters about formation of National Council with the photo, contact details and short bio-profiles.

  • The Country Presidents will be responsible for holding at least two meetings every year of the Country Council and will send to the Council Head Quarters, the list of attendees and the minutes of the meetings. In addition the Country Council is free to conduct training, seminars, workshops etc. which are aimed to increase the professionalism of the security and safety professionals and consultants.

  • Not holding minimum two meetings in a year may hold the Country Council liable for dissolution. This will be done by the Chief Councilor upon not receiving any minutes of the meeting after the end of the calendar year and after giving one month’s notice to hold the meeting within that month.

Since August 2010 Col Kinaci is Strategic Analyst at NATO, Allied Command Transformation located at Norfolk, Virginia, USA. His main subjects areas are Energy Security, Governance in particular focus on local governance, Impact on development, Stabilization and reconstruction, partnerships etc. 

 

NATO as an Alliance of Nations makes decisions on the basis of consensus. NATO cannot compel a Nation to do anything. However, NATO does provide a forum for discussion, for the cross fertilization of ideas between many different sectors, and to develop mechanisms for interoperable approaches to common challenges. 

 

As a security organization, NATO is interested in reducing energy related vulnerabilities to which its Members and Partners are exposed. Energy vulnerabilities emerge from sources both inside and outside NATO Member nations.

 

Before joining NATO, he was “Campaign Assessment Subject Matter Expert” at International Security Assistance Force –ISAF and was responsible for measuring progress on security line of operations. From 2011 – 2012 he was PhD Student, International Relations and Affairs at Old Dominion University where he specific focus was on Energy Security.

He is Honors Graduate in English Literature from prestigious St. Xavier’s College, Ahmedabad (Gujarat University). Joined Intelligence Bureau in 1965 and retired in 2001 after 36 years of glorious and challenging assignments in most difficult areas in India. While in IB, he has worked in Nagaland for 3 years as Head of Interrogation Cell at Kohima. His Gujarat tennure included posting on Kutch borders where he headed the IB Border Set up. By far his most challenging assignment was in Punjab where he headed the Regional Interrogation Cell and overlooked the work in three disturbed districts of Amritsar, Gurdaspur and Ferozepur.

 

At the peak insurgency period in Punjab, he was Member of Special Punjab Operations Team with Head Quarters in New Delhi. In ‘Early Nineties’ he was Head of Counter Terrorist cell in Gujarat when he Interrogated terrorists and anti-national elements including those from SIMI, Babbar Khalsa, ISI etc. in ‘Late Nineties” he was elevated as Regional Head for South and Central Gujarat consisting of 10 districts and 1 UT. The tasks included inter alia Industrial Security Inspections of key infrastructures including oil and gas sector projects, nuclear projects, VVIP Security including PM / President of India during their visits to the jurisdiction. During 2003-2005 he worked as Chief Co-coordinator in ‘Conflict Managements Associates Ltd’ which was headed by legendary police officer K.P.S. Gill (IPS). The work included liaison with Pharmaceutical Companies viz. Wockhardt, Pfizer and Astra Zeneca.

 

He is presently living in USA since 2007 where he is Consultant with Yaana Technology LLC, California USA. Yaana Technology is internet / computer Security Company with Offices in USA, Europe and India. He has extensively travelled to Europe, Canada, Singapore and Shri Lanka, to name a few countries. Prof. Kris Pillay is Director, School of Criminal Justice, College of Law at University of South Africa, Johannesburg Area, South Africa. He is born in Durban, South Africa, where is completed his Master's degree in Criminology at the University of Durban-Westville (UD-W).

 

He has presented several academic & international conferences papers & published criminal justice and security related issues in scientific journals.

 

Professor Pillay is also a past Chairperson of the South African Institute of Security (SAIS) and at the Annual General Meeting held in August 2009, he was re-appointed as a member of the Board of Governors of SAIS. He was made a Fellow of the Institute in 2005.

 

He is the immediate past President of the Criminological Society of Southern Africa (CRIMSA) since 1993. He serves on the Council of CRIMSA and is a member of the Editorial Board of Acta Criminologica – The Southern African Journal of Criminology.

 

Prof Kris Pillay is awarded the status of Fellow of the United Kingdom Security Institute. Prof Pillay is the first South African to achieve Fellowship standing with them. I In 2009, Prof Pillay was awarded a fellowship by the IISSM.

 

In 2002, he was bestowed two prestigious awards namely the International Security Practitioner of the Year and a Special Recognition Award for the most Valuable Contribution and Support to the promotion of professionalism with the security industry.

Arindam Bose, is a 1969 graduate from the Indian Institute of Technology Delhi, India. He served the Government of India for three decades contributing to the transformation of the Internal Security and traditional Defence Agencies in India to meet the new challenges. He opted for voluntary retirement in December 2000 as the Chief Executive Officer of the National Computer Education Accreditation and Examinations Agency (DOEACC) recently renamed “National Institute of Electronics and Information Technology, India”.

 

He was invited to serve the Government of Botswana (January 2001 to January 2007) as the IT Strategy Advisor where he was instrumental in contributing to the Government ICT Steering Committee and the e Gov and e Legislation task forces as Member Secretary. He contributed to modernisation of the computerisation of all Ministries, leading to e Government in Botswana.

 

On the international scene recently, he has successfully completed an assignment as the Commonwealth Expert, Ministry of Justice Cameroon, to bring “Access to Justice for all in Cameroon. Since January 2007, Arindam Bose successfully completed similar projects for the E Government Strategy, Office of President and Modernisation of the Registration, Insolvency and Trusteeship Agency, Ministry of Justice, Tanzania for Tanzania (2007), ICT Strategy for the Botswana Unified Revenue Services (2007). He was the team leader to research (2008), deliver the keynote address and conduct the Commonwealth Business Council – Cyber Media India first “Africa Outsource Summit” in March 2009 in London.  Arindam Bose had authored several papers and delivered keynote addresses and lectures. Dr. Cyril Widdershoven is director and founder of Verocy. He is a long-time observer of the global energy market and presently holds several advisory positions with international think tanks in the Middle East and energy sectors in the Netherlands, the United Kingdom, and the United States. He earned his post graduate degrees at King’s College, University of London, Dept. of War Studies, and an MA in Middle East Studies at Nijmegen University, Netherlands.

Main focus of his work has been on geopolitical risks, terrorism, fundamentalism and military/ defense related issues in the MENA region. He held several senior publishing positions in leading energy publications such as Afroil, Middle East Oil and Gas, and North Africa Oil and Gas Magazine Cairo, and he continues to oversee the Mediterranean Energy Political Risk Consultancy.

 

Dr. Widdershoven worked on M&A operations in Egypt, Libya, Sudan, and Iran, he studied the pipeline operations in Libya, Algeria, Nigeria and Turkey, and he assessed risk for institutional investors and banks in Libya, Egypt, Saudi Arabia, Oman and Iraq, all while advising the Dutch government and international organizations on related issues.

 

In earlier career assignments, he held positions at Capgemini Consulting (Principal Consultant Centre of Excellence Oil and Gas International (Calgary, Canada), Deloitte Financial Advisory Services (Senior Manager, Oil & Gas), and as Senior Financial Analyst Oil & Gas Sector FDA, where he managed and advised the oil and gas department on equity and bond markets.

Dr. Widdershoven has throughout his career lived and worked in numerous Middle East countries, with a home base in Egypt, where he was Head of Investment and Research at ARTOC Group for Investment and Development in Cairo.

 

He also has founded North Africa’s first English language oil and gas monthly North Africa Oil and Gas Magazine, now called Petroleum Africa, and was one of the founders of the Middle East Oil Gas Newsletter and Africa Oil Newsletter at Newsbase (UK).

Ernest Hayden

Chuck has been serving in his current position as the Regional Director, Asia for The Ackerman Group, LLC, a security services firm with HQ at Florida, USA specializing in kidnap and piracy negotiations, mitigation and reconciliations and other specifically tailored security services to a discreet clientele for almost 10 years.  

 

Prior to this posting, he served as Managing Director of an international company’s country office in Bangkok, Thailand that provided a broad range of security and protective services globally to include but not limited to security management and training, land mine removal, executive protection, business intelligence, due diligence / investigations and guard force management.

 

During the period of 2000 – 2006, Chuck served as the Project Manager of the Security Guard Force at the U.S. Embassy – Bangkok, Thailand.  He was responsible for all operations to include finances and budgeting, recruitment, training, investigations, planning and conduct of integrated comprehensive security operations of the entire uniformed and non-uniformed guard force of over 400 personnel protecting all US Government facilities throughout the entire regions of the Kingdom of Thailand to include those in Bangkok, Chiang Mai, Ayuthaya, Songkhla and Udorn Thani. 

 

Earlier, Chuck served as the Airport Manager for a security firm that offered security services to over 40 international airlines at the Bangkok International Airport where he planned and managed day to day operations of 450 security personnel providing 24/7 continuous service.  

 

As Country Manager for a security firm in Cambodia, Chuck planned and managed integrated, comprehensive security systems services of over 470 guards to international clients, including all UN and Red Cross facilities located throughout the country, with offices in Phnom Penh, Battambang, Siem Reap and Kom Pong Som. He conducted security surveys of the International Airport at Phnom Penh, Tiger Beer Bottling Plant, various embassies, UN and Red Cross locations throughout the country among other facilities.  

 

Chuck is a retired Lieutenant Colonel, U.S. Army Special Forces/Infantry Officer.  He served as a commander and staff officer in numerous Special Forces, Infantry and Advisory organizations from 1970-1993.  He is Airborne, Air Assault, Ranger, Special Forces, SCUBA qualified.

 

In addition to the above, Chuck has earned a Master of Business Management (MBA) degree from Sasin School of Management, Chulalongkorn University, Thailand, a Master of Arts (MA) degree in Political Science from University of Kansas, USA, and a Master of Military Science degree from the Command and General Staff College, US Army.

His primary emphasis is on project leadership and execution involving cyber and physical security of industrial controls, smart grid, energy supply, and oil/gas/electric systems and facilities with special expertise on industrial controls security.

Ernie is a very active contributor in global security forums. His past includes membership in the Cloud Security Alliance where he was the leader for the Information Lifecycle Domain in the Cloud Security Guidelines document. He has also been an instructor, curriculum developer and advisor for the University of Washington Information System Security Certificate program in Seattle. Additionally, Ernie has been instructor for the Cyberterrorism Defense and Analysis Center. One of his technical papers on cybersecurity governance of the U.S. electric grid received “Best Paper Award” at the 2012 Critical Infrastructure Symposium.

 

Ernie is a CISSP - Certified Information Systems Security Professional, Certified Ethical Hacker (CEH), ASIS Physical Security Professional (PSP), and SANS Global Industrial Controls Security Professional (GICSP - GOLD). Besides being a commercial pilot, Jitesh is an aviation security expert as he has over the years passionately trained in many key aspects of security through specialized courses offered locally and internationally. He has attended Aviation Security courses conducted in-house by Kenya Airways as well as internationally.

As a Police Reservist, he commanded Karen Area (as OC-R) bringing down crime levels with aggressive leadership strategies. He still maintains network with the Police, Military as well as National Intelligence and have been called upon numerous times to assist and supplement in various missions in Nairobi.

He was involved in anti-narcotic, anti-carjacking and counter terrorism operations attached to various units including the Pangani Flying Squad in Nairobi. He has designed and conducted many firearm training courses and assist in training VIP protection teams attached to The Kenya Police as well as civilian firearm holders.

He has done Program in Business Education from University of Warwick, UK. He joined Kenya Airways as a First Officer on the Fokker 50 aircraft and gradually progressed to the Boeing 787 as Captain. He also served as Instructor pilot and examiner on the Boeing 737.

A Certified Security Manager with a demonstrated history of working in the gemstones, power plant, mining & and metals industry, he is skilled in security automation digitization and technology, security operation centre management, surveillance and vigilance setup and management, physical security, security management, information system management, and corporate security. He is Certified Protective Services Manager with a Diploma in security and intelligence management from Olive Greens, Chandigarh. He obtained IID certification in Drone Operation.

In his role as a surveillance officer at Startech Communication, he is responsible for ensuring the smooth operation of the security Control room, CCTV management, drone operations, fleet management, end-to-end vehicle and material tracking, emergency response, incident management, risk assessment, internal audits, and external audit compliance management.
